Sony is the game's publisher in North America, Europe, and mainland Asia - Koei Tecmo only served as publisher in Japan. I've not seen anyone ask in interviews who owns the IP or if there were plans to publish the game on Steam, but Sony's role suggests it's going to stay locked to the PS platforms and I would expect it to.
There is as very slim chance Sony experiments further with publishing this game on PC, for a few reasons: (1) Sony's previous efforts were limited to smaller titles, like Helldivers and Everybody's Gone to the Rapture and there may be interest to see how a AAA title performs; and more importantly, (2) there is strong community that developed around the Souls games and formula on PC, which provides an arguable basis to think this game might perform similarly.

It won't. Give it six to twelve months and it'll be announced for PC (no other systems, tho). Waiting this long for such a great game should be a considered as a crime.

doubt it, but unlike games like Bloodborne and Demon's Souls, it wasn't co-developed by Sony Computer Entertainment, so its not inherently locked down, but again, doubt it

I don't think spending money on a console is the issue. Having to play great games at disappointing resolutions and frame rates is. Nioh isn't too bad thanks to the 'action mode' but I honestly get less enjoyment out of a game running at 30fps. I know a number of PC gamers who own PS4s and pass up on exclusives because they run at low frame rates. Imagine how awesome Bloodborne would be running at 60fps at higher than 1080p resolutions.

I have a PS4, it's been gathering dust for over a year now. I won't be buying Nioh for it, if the game comes to PC I'll likely pick it up. If it doesn't, no loss I have hundreds of games a year to choose from.
Personally, I do agree with QuadKnight here, the purpose of owning a console is for there exclusive games, that's it. Which is why I own a PS4 to begin with, the console has buttloads of quality exclusive games, same goes for Nintendo consoles/handhelds. Without exclusive on a console, what's the purpose of owning a console if all the games will come to PC?
I own all current-gen consoles & high-end PC and I just don't have the time to be begging games coming to PC. If it comes to PC, cool if not, I'll just have to deal with the console version.

Well OP hasn't mentioned performance issues as his reason for not buying a PS4 to play the game. He simply wants to play a PS4 exclusive game from the sounds of it but doesn't want to invest in a PS4. If he had a PS4 already and was asking for the game to be ported to PC due to performance issues I'd be more sympathetic.

I agree with what you're saying and I also agree even more with you since you already own a PS4. If a game you want on PS4 ends up never coming to PC you still have your PS4 to fall back on. What I don't agree with is constant port begging from hermits that come across as too cheap to buy a console for an exclusive they want. For a game as good as NIOH it should be criminal to put off playing the game for years because you're hoping on the remote possibility that it may or may not come to PC. If there's a game on a system I like that I really want to play I just buy the system and stop bitching for a port.

$250 won't make anyone go broke and if it does you probably shouldn't be gaming and should sort your money problems first. Port begging is stupid any how you look at it. How hard can it be to save up $250 for a new PS4 or even much less than that for a used one? What's the point of begging for years on the minuscule chance a game you want might come to PC? I told the OP to stop port begging and buy a PS4, that's not the same thing as saying I don't want the game to come to PC. If the game isn't coming to PC there's nothing you, I or the OP can do that will make it go to PC. I don't care either way where the game goes, that's the difference between me and some crazy fanboys on SW. I own a PS4 Pro and a gaming PC, anywhere the game is I still win and I can buy it. I buy multiple versions of games for my PC and PS4 all the time so I have no problems with games going to PC. Just a reminder to the idiots who keep mentioning Dark Souls going to PC (like 2 years late), Dark Souls was already a multiplat and was on 360. Notice how you never got Demons Souls or Bloodborn.
If you put all your eggs in the PC basket then it's your own problem. On top of all the other PC hassles Half of the best games get ported late as fuk or don't get ported at all. Happens every gen so go back to playing Counterstrike and FarmVille and cry.

Koei Tecmo recently ported a lot of games to the PC platform, and there’s already a petition for Nioh. Is there a chance you might release the game on PC at some point?
