Devs are being lazy for Wii as well as Playstation 3 though. All this means is that they're on the bench at the moment. The thing to motivate them is hardware sales, I am afraid.
PS3 has to sell more for developers to invest time and money.

I'm not even so sure that the PS3 selling more will help. Developers simply don't want to take the time, nor spend the money necessary to learn how to properly use the cell. Developers are not "lazy", they are just victims of such tight timelines that spending time trying to learn the hardware is often time they don't have.
I think this could help Sony a lot because developers and publishers are then outsourcing that learning process to SOny. Developers learn to use the hardware properly and it is on Sony's dime.
The problem with games is that the console industry is really circular in nature. Just like the chicken and the egg, which comes first? Sales or games? Sometimes a console needs sales before it can attract developers (ie. Wii). Other times a console doesn't have the sales but developers still flock to it and the games result in future sales (ie. Xbox).
