1. By the time the 360 was around PC prices already started to drop and you could easily have a higher grade system with 600 bucks. In fact at the time i had a better system from 2003 that cost 499 and a 199 video card i got a couple years later that put it above the 360.
Aside from the 90s and maybe a year or two into the 2000s, this whole "PCs are expensive" thing was mostly a myth and IMO it came from people who probably simply saw ads in gaming magazines for Alienware. Which was a very overpriced company. But by '02 AMD had started pushing chips 10-30% faster than Intel's at a fraction of the cost.
2. The Scorpio will not be 400 or 499, it will be well above this. IMO $699 is more realistic but also a low end given what they want to do.
3. Even if it was 499, you could definitely build a better PC that im sure will get higher and more stable FPS, at that price. My "internet browsing" PC i am currently on (that i also use as a test PC) is a low end quad core given to me by a friend who got a new PC and my only cost was adding a $29 SSD and $279 dollar GPU that can currently do better than the best expectations of the Scorpio.
