Basically resolution was the first thing on their minds while developing the XoneX, because of all the media backlash of PS4 having higher resolutions in multiplats than Xbox one since the very beginning when both consoles launched.
If Microsoft was to include a Beast CPU to make sure that all games run at 60FPS and 4K, the console would cost ATLEAST another $100. Unless they'd be willing to take a MASSIVE loss financially to get more consoles to consumers. But that would just piss off Microsoft investors yet again.
He's probably right, most people don't care but they would if they had the opportunity to experience it more. You can almost guarantee that if titles such as Uncharted or Horizon targeted 60FPS, console gamers would be sold instantly on the improvements it brings, demanding it across the board.

I believe when it makes sense MS 1st party will target 4K 60fps like FM7 but some genres really only need a rock solid 30 fps so no need to target 60 fps.
That said, on your other point of pricing, X1X at $499.99 is selling it at about cost so yeah, $599.99 - $699.99 would really be a bit more than most are willing to spend so I think they are delivering precisely the right bang for the buck right now...

After having a good decent gaming PC for once, below 30fps drives me nuts. Both Xbone and PS4 have some embarrassingly low fps games. I wonder how people can deal with the stutter sometimes.
FPS > resolution any day. But thanks to marketing, people only care about the resolution, regardless of how garbage the FPS is.

In many games, a steady 30 fps is okay. But, +60 fps is even better. Once I play games which have many high speed sequences like driving in GTA V or flying a jet fighter at tree top heights, high framerates (+60 fps) become mandatory.
I think framerate has always been up to the developers when it comes to consoles...they know how limited these boxes are..
I think 60fps is not obligatory in some genres. Cinematic games like Life is Strange or walking sims like SOMA/RE7/Outlast and the like dont really need 60fps because their pacing is slow for the most part. Now when it comes to FPS, fighters or Hack'n'Slash, thats were I find it to be obligatory
i'm an xbox fan and I have to call bs to phil there is a reason Halo made the jump from 30 to 60fps he knows this means a lot the gameplay in this last halo was amazing and he knows fps was a big deal every interview 343 had they said how they went with the scaling res. to make sure the game was locked at 60fps come on they overhaul the rendering just to get the engine up to 60fps cause 343 felt it was that important he was better off saying devs can do whatever they like with the power of the system
