It was more of response problem, rather than the actual layout. GTAIV, Niko felt a lot heavier than he should be, going in and out of cover was pain in the ass, running around wasn't really that tight as it should be, the lock-on was way too sticky, etc. GTAIV's controls were IMO not polished. That said, GTA IV's controls aren't nearly as bad as you're claiming. In fact, they're not really that bad at all.
