This generation? Because none of this generations games are in my top 5.:P Oh what the heck I'll do both.:P
This generation:
1. Red Dead Redemption
2. Assassins Creed 2
3. GTA IV
4. Prototype
5. Far Cry 2
Forever & ever  :
1. GTA: Vice City
2. GTA III
3. Mafia
4. Spider-Man 2
5. Hulk Ultimate Destruction
.. There:P
1. Red Dead Redemption ~ amazing atmosphere
2. Just Cause 2 ~ best sandbox game ever
3. Shadow of the Colossus ~ graphical fidelity can do wonders to make games drop down on lists
4. TESIV: Oblivion ~ beautiful world, especially in Shivering Isles
5. S.T.A.L.K.E.R.: Shadow of Chernobyl ~ very atmospheric, very creepy and very awesome
I hadn't really played any open world/free roam games until this gen, so I'll just list the ones I've actually played.
One of my least favorite genres, so i only own a couple, still, those only 2 games i own, are actually really good.
- Saint's Row 2
- Red Dead Redemption.
I like Open world games a lot, but the only game I think deserves to be called a top-tier sandbox game is Saints Row 2.
It has everything to make a good Sandbox game
-story mode with a lot of freedom
-great sense of progression
-Toys!!! So many sandbox games lack pimpcane-shotguns, miniguns, ufos, hot dog outfits etc.
-tons of distractions, many sandbox claim to have "ENDLESS SIDEMISSIONS!!" but in reality every sidemission in say GTAIV is drive here, shoot up the place, profit. Same thing with Just Cause, you can only blow up so many enemy bases until it gets boring!!
1.) Oblivion
2.) Fallout 3
3.) Red Dead Redemption
4.) Grand Theft Auto IV
5.) Just Cause
edit all time
1.) GTA: Vice City
2.) GTA San Andreas
3.) Oblivion
4.) Fallout 3
5.) Red Dead Redemption
Mass Effect 1-cmon its a rpg rite?
Mass Effect 2 -cmon its a rpg rite?
Alan Wake- da foliage had me wandering the forests all day
Halo 3 Multiplayer- Just because "its not as linear as the other fps's"
Uncharted 1- Cant get enough foliage ( Not as much as Alan Wake though)
1. The Elder Scrolls 4 Oblivion
2. Grand Theft Auto 4
3. The Elder Scrolls 3 Morrowind
4. Fallout 3
5. Red Dead Redemption
However, Zelda Ocarina of Time was my first real free roam game (and my favorite game of all time) so I guess it deserves a spot somewhere on here. However the free roam aspects have not aged well at all.

So far it is just Oblivion and Fallout 3. I haven't got to try out a lot of games for the 360 unfortunately:oops:. I am sure once I buy RDR and New Vegas those will be added to the list.
RDR's quite a different take on sandbox games. The world feels a lot more dynamic than normal games. Just watch your back for those damn cougars. So far it is just Oblivion and Fallout 3. 1. Mafia- Quite possibly the best action game I've ever played, period.
2. Just Cause 2- Basically the perfect execution of the over the top sandbox action game concept, completely crazy ridiculous action is used as a means of advancing the story, perfectly intertwining what you have to do in the game with what you actually want to do in the game. Insane, and awesome.
3. S.T.A.L.K.E.R.: Shadow of Chernobyl- An insane attention to atmospheric details brings the desolation of this games world to life, S.T.A.L.K.E.R. is often somewhat nerve wracking but always utterly engrossing.
4. Prototype- I loved the combat in this game, and although it could've used a few more basic types of sidequests, I rather enjoyed the ones that it did offer. The story was also pretty fascinating if you unlocked "the truth" via the web of intrigue instead of just having it told to you.
5. The Elder Scrolls III: Morrowind- I absolutely loved the lore of this game. Incredibly adventure, even if the combat sucked terribly.
