You'll need to explain better your problem to get decent help- how do i download more brushes to GIMP
Download the brushes and put them in Brushes File in the GIMP folder that you can find in your hardrive- i need ideas for designs
Don't ask for ideas for sigs, get your own inspiration by looking around- what in the hell is depth/ flow
Depth is how deep your sig looks,like if it looks like stuff are way back or up front, a sig without depth is flat, and bad.
Flow is the flow of effects and how good they blend and fit in and lead to the focal point.that is all

1. Just select them, copy them and paste them on your BG... In other words, Ctrl+A, Ctrl+C, go to the BG then Ctrl+V. Not rly sure if that's your problem though.:P
2. Look in DeviantArt. As for how to install them, it's kinda more complicated. IDK if this works on Windows but give it a shot: Make a folder named for the brushes anywhere you want. Then, in GIMP, go to Edit>Preferences>Folders>Brushes then click on the folder icon and choose your brushes folder. If you do it right then all the vrushes you put there will be automatically installed.;)
3. Can't help you there.:P Just take whatever you like (games, music, movies) and put it in your work.
4. Depth is about how some effects are in the foreground and some are in the background. To create depth, most people blur what's on the BG, then sharpen the FG. You can also put effects in front of the render etc. As for flow, it's about the direction of effects and how your attention is attracted to the focal point. Basically all the effects should draw your attention to it. For example in your sig, the flow is created by the C4Ds behind Megan Fox, that spread outward. Not really much of an explanation but I'm not that good at explaining stuff.

If the way Adurna0 recommended about the brushes installment didn't work, then after downloading your GIMP brushes from Devianart, go to your saving folder. You will find a zip folder. Right-click it > Extract all. Then your PC will make a new folder with the brushes in it. Copy them (Ctrl+C). Now go to your program files > GIMP 2.6 (or whatever else version you have) > share > gimp > 2.6 > brushes > and paste them and you are cool.
After restarting your GIMP you will find your brand new brushes there.
