That argument is sometimes made, yes.  Usually for a certain type of blue eye though.  I don't have that.  The cold and uncaring eyes lacking empathy.  Failing to see humanity in others.  The 'super men'.  Androids/Cyborgs in the case of DBZ.  Cruelty is assocatied with it.  Dark eyes (brown) with primitivity, brutality, etc. (animal like) for whatever reason.  'Black' is usually the color of death with white taken for purity.  One for good and another for evil.  Based on cultures, really.
