Hmm just went and brought one of those new controllers with the 'fixed' d-pad, this should sort it, along with my mortal kombat fatality issues!

Yeah, it's pretty common. I use -Slow Turn Checker- to test my controllers. Its a very very low priced indie game on XBL. It also tests your sticks to make sure they reach their maximum range of movement.
