it will come out on PC first, i'm not even sure how consoles would get EP 3 because it wouldnt be considered a full game in a sense, more like half of HL2 story mode.. sort of in the range of EP 2 play time i would guess.
Probably be a download game for console users, as for HL3.. well its possible they have started work on it already but nobody knows, you wont see a new HL until 2015 if its the same length of time from HL>HL2 in the making, depends how fast they can develop the engine.
Cant wait for new physics like realistic flooding water and stuff like that, that would surely be included
