Personally, I believe Call of Duy 4 was, and gamespot agreed. (Note: this is the 360 forum so I'm relating it to GS's 360 Game of the Year, which was CoD4)
360wise, I think maybe Halo 3, because I think COD4 is better but it belongs on the PC really. Overall though, I voted for galaxy

I would go fo COD4 but maybe it's because ive just got it. There was so many good games this year so it's hard to say the best game of 07.
