Let's see... I already have HL2 and Episode 1 on my PC. Portal while good is somewhat short. I'm only getting Portal, Episode 2 and TF2 for the cost.
CoD4 is just one game, but I think it's amazing.
Half Life will have you going through areas and solving some simple puzzles ALONE. CoD4 is really about picking guys off and has your teammates shouting, guns shooting... it's much more alive. While both stories were so-so, I like CoD4's singleplayer better because the presentation is stunning and you feel as if you are on a team, not some lonely mission.
Portal I have no idea. The ending is said to be amazing.
TF2... I tried it at a PC place where it was laggy. The style is great, but you can really try it on TF1. Well, I guess you could say you could play CoD4 with CoD3's multiplayer... CoD4 has the level up system on guns and abilities. TF2 has the 9 classes however. I never have problems with CoD4 multiplayer.
I would say examine both single and multiplayer. Half-Life is about yourself. You might see people, but it's largely you and some puzzle to be solved. CoD4 has you in a battlefield, guns blazing, you hear your commander yelling orders, grenades going left and right. It's intense. People say it's short, but you know what it's for a good reason. I bet half the time in other games, you are told what to do, but you don't know WHERE IT IS. CoD4 has a arrow system to help you out and not get lost. This is great I think so you don't get frustrated and scream WHERE THE HECK IS THE DANG KEY!
Multiplayer wise TF2 is capture the flag. Change map capture, etc. WHAT SOMETHING COD4 does that I haven't seen before in FPS is that you don't have "spawn places". What I mean is that you spawn next to allies. That means one part of the map is yours for a minute, then later you might actually have the other side. It makes gameplay much more intense than knowing that this area is safe.
SOLO:
HalfLife2: by yourself, solve puzzles, hordes of bad guys
CoD4: with teammates, non-frustrating objectives
MULTIPLAYER:
TF2: CTF, 9 classes, same spawn points
COD: Upgrade system, changing spawn points, several modes
