As far as I know, you can't download any online content with a silver membership. If you haven't already, you can get a gold trial. Look it up on the internet as I am too lazy to provide a link.
I actually think you can buy it in stores... I thought I saw it in a Toys R Us flyer or something for 29.99 I think. :S Not completely positive but you might want to check out that alternative.
You can download most, if not all items with a silver membership. The only difference is that some items arn't available to silver members on day one. Usually a weeks wait if any. I don't know whether GTA:LAD is available to silver members yet though, I imagine it will be, they will want as many sales as possible, pointless restricting it.

^^^^You are completely wrong^^^^ You can download any newly released arcade game or content with a silver membership.. The only things u cant download may be a new release of a demo or exclusive content... You think microsoft would really wait to get more money?!? Some people on here are just ridiculous

I just went to gamestop (in NJ) and they said they'll have it release day for $20
Plus, I was able to download that new Burnout Paradise party pack with a silver membership... Some of these other people on here really have no clue what their talking about. Please don't listen to them.. What they're saying isn't even logical
Anything that you can buy would be available on day one. e.g. any xbla games are available on day one to silver members, but not demos of new/upcoming games.
If you don't have a gold subscription now, you should purchase the GTA IV DLC on Amazon.com. Until February 14th they are offering a 3-Month Xbox Live Gold subscription card with the purchase of the DLC.
