can two xbox live accounts on the same system play againts each other?

I have two accounts on my system one is mine which has xbox live service and my brothers service which dosent have xbox live I wanted to know if he were to buy a card could me and him play over xbox live on the same console.

not on halo 3 tried it dozens of times. unless your on a custom game

corect if you no who your olaying in ranked matches your cheating it is allowed in social matches
