Maybe they decided that they wanted to make the car advertisements more prominent when you first turn on the console. :P
Seriously, though, for such a major corporation, Microsoft tends to do this kinda stuff often. Not that I'm really all that upset about it. I like that the layout of the new dash will be similar to my Windows Phone (though it will take some adjusting), and I think the "Beacons" feature is a brilliant addition... but I'm kinda bummed that I'll be losing my premium "Zombies Moon" theme (the only theme I ever found that I actually liked), I don't have a Kinect and don't plan on buying one so those features don't mean anything to me, and from what I've seen, the WP7 integration seems disappointing (was hoping to be able to use my phone as a media remote, but I'm not sure if that's going to happen).
Either way, I'm looking forward to checking it out, but not on the edge of my seat signing in and out of Live waiting for it. Actually, I'm fully enjoying Skyward Sword at the moment.
I think I'm more excited for the 3DS (yes, I said 3DS... I have one. I like it.) update later this week. 3D video recording sounds interesting. Though I'm sure that update will see a delay also.
If it hasn't been posted elsewhere, Major Nelson said "We are still working to get the release out. Stay tuned, we'll have an update this afternoon (PT) on when it will begin rolling out."
Looks like there's a good chance it'll still roll out today. Could be a server issue.
3DS is getting video recording!?!?!?!? OMG I'm excited! :DMaybe they decided that they wanted to make the car advertisements more prominent when you first turn on the console. :P

Yessir. http://www.nintendo.com/corp/nintendo3ds/news/ But like I said, they're saying Thursday so I'm not really expecting it until Fri morning at the earliest if the last update was any indication.
Back on topic... The new dash layout looks sleek, but I'm still sick of seeing ads for cars and Axe products when I'm PAYING for Live. I guess it's at least only a small tile in the corner, but still.... eurgh. Also, pretty much zero of the new apps are available, and the Windows Phone app that was supposed to roll out alongside the new dash is apparently delayed and still not out... so no integration there yet, either.
I do like that my old theme still looks OK and still shows up when I view my friends, though. Kinda on the fence at the moment, really. If I had Kinect I'd probably like it more, but... I'm not interested.
