I can't really vote because I have not played both. But a week ago I would have said Crackdown. Then I rented Saints Row and that game is just awesome. The only downside to it is that its short.
Saints row is a lot more realistic and Crackdown you can do all the crazy jumps and cool explosions and stuff. I've only played the demoes of both games but I would have to say Crackdown was more fun. I liked the missions in Saints Row a lot more than in Crackdown though.

including the orbs.....extremely long. Other than that not so much but this game is like oblivion in the fact that it is easy to make your own fun. such as taking objcts to the top of a building and tryting to hit the people below
The story line will only take you anywhere around 5-8 hours to complete, but after that, you can choose to either simply roam around the city killing gang's with your awesome powers, searching for all the orb's you missed in your first play-through (there are a total of 800 between agility and mystery one's!!!), or jumping online and helping some people with there Co-Op play through. The best thing about the game is easily the massive city, awesome guns+vehicles, and of course your super powers. All in all Crackdown is a OK game, not a great one, but a OK one. As for Saint's Row, it simply sucks.
Crackdown will only take you anywhere from 6-10 hours to beat the main story mode. After you've finished that, all there really is to do is run around and collect orbs. Crackdown has better gameplay but Saint's Row will last you a hell of a lot longer.
If you want the Halo 3 Beta badly (if you can find a copy with it) , it might be worth $60, but if your not, than it is only a rent. Saint's Row is not worth $60 either, so maybe you should just wait a little while for GTA IV.
