Do the new xbox's still suffer from RROD?

I was looking for a Xbox 360. BUt i was wondering whether the new band of Xbox's still suffer from RROD. I also heard that there is only the Elite Package and the Arcade Package. But which one is reliable?

I heard the new ones are way better than the older ones when it comes down to hardware.

Anyway Elite for live, Arcade for offline.
