Wow that was pretty arrogant. Its not always someones fault that their internet sucks. When I am at my house I have a perfect connection but if I am at school in my dorm my connection is terrible because I am sharing it with 500 people. I can't control that nor can spending money for something other than "Save-A-Lot" internet service do anything about it. Also most people on Live are probably teenagers whose parents decide what internet service they have.
only offensive people against me or my friends.
I have a lot of bad rep. dont know how I got it. some people are just throwing with it I guess.

Me too. I've probably given more "good" rep than "bad" rep. I hit anyone that uses profanity/racism toward another player with "bad" rep. I don't care if you swear about an event in the game, though. I also submit bad rep when someone is just an *** (three letter word for donkey) and berates his/her teammates. I usually select the "not very good" category (or whatever it's called).It's my hope that this ticks off these arrogant ***es.
My main motivation, though, is to avoid having to play with these players again.
I'm also not a fan of submitting bad rep for quitting early in all non 1 vs. 1 games. The only two times I quit are when the connection fails (not my fault) or my spouse needs me to take the baby. If the latter is the case, then I have no problem leaving my CoD4 teammates 7 vs. 8 in a respawn game. If playing GoW, then I try to ask my spouse to let me finish. But in the end, it's all about priorities.
i do give bad rep for glitchers, quitters and A holes who swear at you after you win/lose in the lobby
i dont think it even works though...if you look at my rep it says 66% avoided me and 33% prefered me...but i know 100% that the only time i was put down in rep was in the halo 3 beta where i killed a second after the game had finished and he started team killing my friend in the next game so i killed him...then got booted (it was the dumbest thing ever)...but yeah it was this guy and his friend...2 ppl and i know ive told my friends to give me good rep and they have and the stupid number still doesnt change...oh well
Unfortunately, the only way to avoid someone is to give negative feedback. So i do give it out to anyone that i dont want to play with again. Screamers, trashtalkers that cant back it up, glitchers......DZBricktop
Which is my main reason for giving the neg, to try and avoid being teamed with or against them again. Why would I want to play with the same glitchers, racists or whatever over and over again?
I get bad rep because of quitting early. I dont find it fair though, since I have to go do something, I dont just feel like quitting the game. If Microsoft had some kind of function to detect early quitters, and if they sign off of XBL right after, I don't believe they should get the bad rep. Thats just my opinion.
I hardly ever give bad rep. Only when the guy is clearly team killing.

Lower hardware technology is not a reason for a bad rep.
I give bad rep to cheaters, glitchers, and anyone badmouthing or using excessive foul language. I don't really mind swearing because I swear too. It's only when they use it against others like berating people for losing a match or using the N word.
I have received some bad rep myself for stupid reasons like beating someone in a ranked Street Fighter II match. Stop jumping at me and I'll stop using my Dragon Punch. Why would I go easy on them in a ranked game? It happened often and the same people giving me bad rep also would DC so my win/loss record looked much worse than it should have.
You might have some bad rep just because you played with some sore losers.
