Wait for a few hours or sleep for a few hours in the game.

ok I waited 24 hours...

It also says when I restart the game Loading new content. On the title screen.

could it have anything to do with my Profile is on the memory card? I know thats sorta of a stupid question.

Where are you in the game, location wise? Try traveling up north and see what happens, since I was just outside Megaton when I got the radio broadcast, and it was rather quick after I left the place.

Your profile is on your memory card? Did you download the expansion to your harddrive? If so, there's your problem. If you didn't, just try fast travelling to places. You'll usually get the radio broadcast when you do that.

Are you logged into LIVE when you are playing Fallout 3? You have to be logged in for OA to work. Also I received the signal when I was in my apartment in Megaton.

I haven't got The Pitt, but with Operation Anchorage I got the radio signal when I was very close to the exit of Vault 101. This was playing with my main character that had already played and completed everything else - I fast travelled to Megaton, walked from there to Vault 101, and in the part destroyed town just outside, I got the radio signal.
