I'd say yes. Playing it again, the enemy's behavior is simply amazing to behold whether or not you're facing only one or a group of them, and even though the game is two years old. There's been no other game released since then on anything that has topped the enemy A.I. in F.E.A.R., and in my opinion, matched it either. Bioshock looks like it'll be changing that, though.
R6V anyone? While F.E.A.R. does have amazing A.I., I have to say I've been more impressed with the A.I. in R6V.Choolo
Rainbow Six Vegas is a great game with great enemy A.I, true. But the enemy A.I. in F.E.A.R does everything the A.I. does in Vegas, and they also take better advantage of their surroundings. There's no cover system yet they still take cover. They flank, track, retreat, radio, and exploit the environment beautifully. I think it's the latter that puts them over the top. I've never seen a game where the enemy A.I. moves around so smoothly, aggressively and intelligently around the environment.
I've played many games but I think that F.E.A.R. has the best A.I. ever. Some games may have come close, but so far F.E.A.R. is the best so far. I especially love how u shoot @ them, then u go to flank them, and sure enough two of their guys r comin to flank you and u hit a small firefight. I always look both ways when shooting.
I'd agree and say that FEAR has the best enemy A.I. of any game. I really can't think of any other game with smart challenging A.I. other thenthe pc version ofFar Cry.Actually theres another recent game thats come out with very niceA.I. too. STALKER for pc. I'dhave tosay FEAR tops them all though.
A) The Rainbow Six almost seemed to cheat in terrorist hunt mode. The only times I have ever been flanked are when the ai pops out of a room behind me. Never has happened out in the open where an enemy moves from cover to cover to get a shot on me.
B) Apparently, the Ai in fear was also only above average. According to

Seems it was the level diesign that is what made the ai seem intelligent.
