Game with the best downloadable content

topic^^^ which games have the best downloadable/extra content (preferably free) i'm looking for a game that will last past the exhaustion of single player and standard multiplayer modes.

The GRAW's had a lot of DLC. Most of it free. Crackdown had decent DLC, new vehicles and modes. RSV2 has a bunch of free multipayer maps.
