They don't count but I don't really understand why not. It's not like it was impossible for Epic to implement it well so it would count. It makes little sense. Perhaps because they think respawning would make it too easy.

Think about it. Everyone would have the Seriously... achievement within a week if the kills counted in Annex. They want you to earn those kills in Warzone and Execution. Annex is a entirely different animal.
If they did count, you could theoretically get all your friends in a game and just kill each other over and over until you get your Achievements and just not touch the circles so the game wouldn't end. It would just make it too easy.
Exactly, the respawns. Just playing the game can average around 30 to 40 kills a match. If you are messing around practicing with the sniper or something then you can easily top 100 a match. People whine that achievements don't count in annex but its common sense. Do you want some fool with a bunch of dumbass friends to have the same achievement you played for three months solid to get? I didn't think so.
