It wont be on the pc ... ever. microsoft have exclusivity of the first two dlc's. With a little reading about this can be confirmed by yourself
Hate to break this to you but it seems it will be coming to the PC.
The PC version of GTA4has had the Lost and Damned achievements added to Games for Windows live and there is a scan of a PC mag in France with Lost and the Damned on the cover.
Microsoft may own the rights, but they also make windows and GTA4 is also a Games for Windows live game, it makes sense for them to put it on PC to make more money while still not allowing it on PS3.
