Theres custom made maps just for the skull on Bungie.net. You can try and find one, or if you can't, try and make a path there, like a tunnel or something.
check youtube. no need to make tunnels. what i did was carry the receive teleporter while in monitor mode and fly towards the skull looking left and right until i get close to the skull. then i transport and use the bubble shield until i reach it.

also set your shields to max, not invincible. Speed to max. And make tunnels as far as you can, then do whats in the quote.
