You usually have to install drivers for new hardware. That's all the message is saying: if you want to be able to use the controller on your pc, you have to install the software to enable it. I've used my wired 360 controller as a game pad for my pc and it has been fine, but I don't know about charging batteries.

Not sure about the official one but my unofficial charger blew the fuse in my wireless reciever on my PC :shock: a dab of solder later and it was good as new though :D needless to say I haven't tried charging it through my PC's USB since ;)* It is perfectly save. You can charge it on anything with a USB socket.
* It will not function as a wired controller on a PC. Only to charge.
* You do not need to install any driver to charge the battery.
* A driver will install automatically (once you search for it using the new hardware found wizard.) This driver only seems to exist simply to avoid windows from bothering you when you plug the charger in. It doesn't seem to do anything else.
