Your pushing the Tumblers UP. With the Left Thumbstuck and Clicking A once the Tumbler is at the Top. BUT you cant Click A too late or too early its all about timing. Or Dupe a crapload of Lockpicks and just auto attempt until it opens:D
It's all about timing - do it manually enough times and build your skill up and you will soon recognise the sounds and movements that show when it is working.
When your skill is low, prepare to break a lot of lockpicks as you learn. Spending a bit of money to learn a bunch of levels will be very useful and worth doing.
Alternatively for spell casting characters you can learn spells/create enchanted items, to do the work for you
For each tumbler keep pushing it up again and again until you see it drop QUICKLY (they drop at different speeds). The next time you press up it should lock into place provided you press A as soon as it hits the top.
i cud never work it out so every time im fencing stolen goods i buy a hundered lock picks, then just auto pick them until it opens. i save the game before picking the lock so then if i cant hack a hard lock then i can load and try again

Or you could've just done the quest and gotten the lock pick that never breaks. Here's the quest
