Ive played them all and I have to say as a personal opinion I don't like black ops would much rather play MW2 or COD4 but in your opinion, the general gamer public, who wins??? I would like you to provide reasoning and be original...
ummmmmm NEITHER. all 3 games are horrid same mulitplayer hasnt changed in years probably the most overrated series of all time. i acuatlly would rather play a mulitplayer game in hour of victory then play another cod game

It's easy to pick COD 4 because it was the originator for the sequals that followed (Waw, MW2, BO) but i like Black Ops the best. It's COD 4 improved upon with the customization of MW2 and balance of COD 4. I cant speak much of WaW as i skipped that series so forgive me if it's actually even better. Don't get me wrong, MW2 was awesome but there's just too many cheesy moments that can make even the most calm people rage.
Currently, I'd probably go for Black Ops simply due to being completely burnt out on the other two. I spent some considerable time playing with friends, and in comparison invested a relatively small amount in Black Ops. That said, if I had to judge from a completely unbiased view of someone who had invested an equal time in all three games, I'd probably go for Call of Duty 4.
Just played each of them for 1-2 hours last night. Being unaffected by the nostalgia of CoD4 seeing as how I bought it after buying Black Ops and MW2, I gotta say...

Cod 4 was horrendous. Worst spawns out of the 3 which essentially kills the game, half of the maps sucked, DLC maps were the worst, no host migration, etc. I'd rate CoD4 above black ops if the spawns weren't so horrible. The game is a mess.

MW2 had too many problems online with hackers and glitches (I didn't start to run into hackers on CoD4 until it had been out for quite some time). Also wasn't a big fan of thermal scope and heartbeat sensor. Some of the killstreak rewards were over the top, as was one man army + noob tube, and the knife lunge. The best thing that MW2 did was remove the 3 frag perk.
I like Black Ops a little better than MW2, but it still doesn't come close to CoD4.
I hate people who worship cod4 because its cool to do so, compared to MW2, it is not as good. COD4 was a good game because it made a massive leap foreward. Mw2 didn't do that, that makes it a worse game, but not in the sense of playing. there were so many problems with cod4, inc. juggernaut etc. MW2 has its problems, but as far as playability goes it is better.

they are ALL the EXACT SAME GAME-it hasnt changed since COD4 so i guess that makes COD4 the best
I think people are too hard on Black Ops. Really, the single player story was more cohesive, slick, and fast paced than MW2 and, I'd argue, even COD4. The base maps (I mean, Nuketown? Really?) on its MP modes weren't anywhere near as complex or interesting as MW2 at first, but with the latest two map packs, they've been getting a more vertical dimension, which adds to their depth. I like the crispness of MW2, but Black Ops gets a pretty bad rap for no reason.

maybe cuz the game's broken? the hit detection is awful in that game.
