u sure u went under the bridges like twice? when u go under a bridge go to ur pause menu n there u will c trophy icons those r what u have left, n u need to go under a bridge in a certain spot, which is where the icon indicates do that u should b fine
When you doa bridge successfully for the first time you get a message saying X bridges remain. Just make sure you get this for each bridge in turn and you get the achievement.
I had a problem with the bridge furthest to the West - it only recognised it when you fly under a specific part, which wasn't over water, but had metal supporting the road.

Be aware that the game counts segments of the same bridge as two different bridges. There a few bridges in the game where they briefly touch land (even if its just a 5x5 island) and when that happens you need to fly under both parts seperated by the land. That can mess people up sometimes so if you haven't been doing that then that's your problem. Also, the bridges on the western most island can be a bit buggy.
