Right now, I only have 2 stars in agility, but I managed to make it up to the top of one of the agency towers. It is the smallest of them, but it does have one of the red lights on top of it. My questions are: a.) Do you have to get on top of the biggest tower? and b.) Do you have to have an agility higher than 2 stars to get this achievement?
I thinks so. The reason is I tried to jump to the othere tower and with only 2 stars it dont look like u can. Yes you have to get to the top of the tallest to do it

I'm pretty sure you have to have 4 star agility to get to the top of the tallest tower, I read that online somewhere last night
yes u have to get to the top of tallest tower in order to get the achievement and then jump and land in the water u really need the 4 stars in order to get there
I know I climbed the towers with three stars in the full game. It just took some extra creative jumping (including using railings are stepping stones to get higher)
I got to the top of the tallest tower and got the achievement last night. You must reach the tallest tower. I only have 3 stars. It is apparent that you only need 3, but more than 2, because the rooftop race requires 3. You can't make the jump from the smallest tower to the 2nd tower with 2 stars. I tried. It sucked though, because without 4 stars you can't reach the secret orb at the top of the steeple on the tallest tower. I bet it has hella stuff in it. Also, if you jump off, you get an achievement for landing in the lake, and I fell when trying to reach the secret orb and died. So I have to do it all over agin. Oh well, at least it's fun.

Nah, got up there with three last night before I hit 4. So it's possible (and still easy) with 3
yah i did it with 3 stars you just have to get real creative is all, and when you get to the top jump off into the water make sure you hit the water so give your self a good jump so you get the "BASE JUMPER ACHIEVEMENT" and when you jump put your look straight over head of your character its a long drop cool to look at from that angle though
yea with three you just have to look where to go, they give you places to jump. its not hard. and to get base jumper just jump off the highest one as close to the water as you can, or just by the little spinny red thingy not hard as long as you aim for the water you will hit it. I PROMISE
