The "Xbox Live Arcade" allows you to download classic and brand new arcade games to your 360. Every week at least 1 new game comes out, and they're fairly affordable. All Xbox Live Arcade games have a trial version that you can download for free to see if you like it before you buy it. Many games cost about 5 dollars, and some of the bigger, newer games cost 10 dollars.
If you were talking about the Arcade version of the 360 Console, this following quote should explain it:

I think that its just the core console with a free bigger memory card and 5 arcade games already on the system?Nercaythey come on a disk actually, as the system has no HDD
