i downloaded like 20 songs for rock band, and when i am connected to live they all work fine, but when i am off live only the disturbed songs work, could this be because i downloaded them on another Xbox but i was using my harddrive and then i got my xbox back from MS and downloaded the disturbed ones, is this why the others work wont while not on live?
It sounds a little like you answered your own question. Your xbox and profile are linked to downloads, so you'll have to be signed in to see downloads that were done on another xbox.
i am on my profile, but only the songs i downloaded on my old xbox ( before it broke) well only work if i am on live, they show up but they wont play if im not on live, but the songs by disturbed, that i downloaded on this xbox, show up and work online or offline, get what im saying?
OK, so here is how it works. Your HD is linked to the XBox you purchased. If you use your HD on someone else's 360 and they are not signed onto XBox Live, anything you have purchased from Arcade will not be available for use. Well the full versions at least. If you bought a new 360 and start using the HD that you had with your first 360, the HD will still only associate itself with your original 360. What you need to do, is delete all of the arcade games, and other downloadable content that you have on your HD. Then when you have that done, call MS for them to give you the code to clear your system's cache(I don't have it off the top of my head.) Finally when you have that all squared away, you will need to download all of the stuff before. Your HD will now be linked up with your new 360. You will be able to play all of your stuff when you are offline on your 360. I know this post is long-winded but this is what I needed to do after my 360 got the RRoD and they sent me a new one

Yes, it's the DRM program Live uses. I had a similar issue when I downloaded a song on the 360 in my bedroom(connected to Live) using the HDD from my living room(not connected to Live). Best advice that I can give you is don't download any content to your HDD using any other console except the one you plan to use the content on.
