The Last Remnant NOEB

i am a BR 36 and i still cant get past the NEst OF Eagle battle i only have 2 unions and theres 4leaders in one union and then a unit and i have another union that has 1 leader and 4 units is there anyway to raise it besides going through the lvls and tell me if i should have 3 unions andwhich leaders to put in unionsand if you can tell me which badguy to attack first
