What city should GTA V be based on?

They could base it on Los Angeles, with the gangs and Hollywood it could be very interesting for GTA.

how bout the whole world? or maybe just europe alone? or maybe carlifornia.

I'va always thought of the possibility of making a game set in the Vancouver, BC/Seattle, WA area, with a border system, etc. Like smuggling people to the US, smuggling a death row escapee to Canada, things like this. It would really be cool...
