i think the arbiter sould not be in halo 3
 ...hes apart of the story..bungie needs to include him,but that doesn't mean we need to play as himlawlessx yeah i agree with uÂ
i dont really care about him, he's apart of the story so he needs to be in halo 3 ,but hopefully not for long...
