I believe that EGM did an article about this a year ago or so, where they went around to different dev studios that had made spectacularly crappy games and asked them what went wrong.
While trying to paraphrase the article here would be an injustice to its scope, one part of the reason that most movie to game adaptations were poor was that in order for a dev to get a contract to make said game they have to either:
A) bid on the franchise or
B) buy the rights to produce a game based on said franchise.
This creates a problem because every game, as you hopefully know from Economics 101, requires a budget. Once you put money out there just to acquire the license, that's money gone that can't be put towards the game. So they have to start out with a less money and a deeper red line.
There were a couple other reasons, but that was one that was constantly reiterated by several that EGM interviewed.
