Do you have anything on the harddrive? check the top of your hard drive, does it say 20 GB HDD? i think the launch ones only had like 12 or 14? but im not sure. check your hdd and see if theres anything on it like songs and stuff.

Yes, that's normal. Some of the space is used for the filesystem (same with PC harddrive too) and some space is reserved for system relatited things like gameupdates and backward compatibility.
