Well, the fact is that most of current games doesn't require the D-pad AND fighting games are not a mainstream genre anymore. Since launch I've been complaining about it, I bought my 360 to play DOA4, and the d-pads proved soon enough not being apropriate for playing 2D or 3D fighting games. Try playing GGX2 and you'll see what I mean.
But MS is not doing anything to fix their controller simply because there are not many fighting games (compared to the huge number of shooters and FPS that are released on the console). We could even make a list of the games released since launch day and it would hardly have more than 15 titles.
I bought a Hori DOA4 stick (there's a VF5 stick for those who hate Kokoro ^_^), it works great with DOA4, SFII, GGX2, VF5, DOA3, DOAU and with shooters like Ikaruga, Triggerheart Exelica and 1942. I just don't think Microsoft will go for a new design for the 360 controller, and all the other third party d-pads I've tried are just about the same horrible thing.
