Fallout 3 and Mass Effect would be terrible co-op, they are single-player RPGs, just like they should be. Not every game, especially RPGs, should have a co-op mode included on them, Fable 2 is a good example of that. Some games would work well with co-op though, off the top of my head I can think how fun GTA4 could've been co-op if you another player could've played as someone like Jacob or Packie and went on missions with you.
And there are good co-op games out there. Left 4 Dead, Army of Two (both built around co-op), COD WAW, Gears, and Halo 3 are pretty good, and I can see RE5 being pretty good too.
I agree with most of these examples. But some studios see there games as single player, but now there are a growing number of games with co-op. Of course COD as great co-op, as does Halo 3 and Gears. Though it would be cool to see Fallout 3 with co-op that would have been awesome.

There are plenty of great co-op games out there.
Here are some good co-op games:
Gears of War 1 and 2 (both are a blast)
Rainbow Six Vegas 1 and 2 (its pretty hard, but still loads of fun)
Left 4 Dead (who doesn't like shooting a bunch of zombies?)
Call of Duty 5 (kind of dumb that you can't save the campaign while playing co-op though...)
Army of Two (a really cool game built entirely around co-op)
Halo 3 (I really enjoyed this one)
Kane and Lynch (it isn't to fun at first, but it gets better as it goes)
