If you mean in-game then it could be your mic. You can't talk to two friends in private chat at the same time though.

You're probably having the problem where one person (or you) can't join right? Or when they join it say joining chat then kicks out?
One of you has a messed up NAT.
Dashboard>System>Network Settings>Test Xbox Live.
NAT needs to be Open. If it is, ask your friends to check theirs, If it is not go here - http://portforward.com/
Go test your connection for XBL. See itf your NAT is too strict. If your's is "open" then its your friends, not you. IF your NAT is strict, then its you.
Open- You can talk to basicly everyone and join any available game.
Strict- You cant talk to everyone and join every available game.
There is a third NAT type as well, but i forgot the name, sorry! The its the NAT type in between Open and Strict. Basicly its just like Strict, except you can join more matches and talk to more people.
Tell that to your friends if it comes up open. And you can look up a tutorial on how to Change NAT type to open.
