I can't wait until Microsoft starts picking up indie developers based on their XNA games. XNA is exactly what the industry needs, not mega-publishers like EA.The_Fell_OneWell XNA consists of a low quality ripoff language, thats exactly what rhe industry doesnt need. No. I don't think you should have to pay to develop... or at least it should be a one-time fee for whatever services you're provided. DirectX SDK is free, as well as many other toolkits, I don't know why this one should be any different.
I say screw this... if I want to get back into programming games, I'll do it on PC. If you're good enough, they pay YOU. I think it's a good idea, I just think it's Effed up that they hit you up for cash.

If you wanna make games, learn OpenGL and C++ and make them. C# is an enhanced C++ so I don't know what you're talking about, and the industry needs fresh blood, which is what XNA is going to bring.
Once you finish a game it's not automatically put onto the Arcade. Microsoft has to confirm it and do a bounch of stuff. There was an article about it in EGM, and most of the games end up costing several thousand dollars.
