international as in where ? If you are from Europe most UK sites ship everywhere in europe and same goes for Amazon UK, Amazon DE and Amazon FR. As for GPU i guess a 750 Ti
Also you dont want a cheap power supply. PSU is the most important think for your pc's health and probably that is the reason why that gtx 650 is giving you problems and buying a $20-30 PSU is the worst think you can do. Dont cheap out spend an extra $20 and get something better ( it doesnt have to be expensive but there are decent PSU in the $40-70 range )
Oh and if you do buy a decent power supply i will recommend an r7265 or r9270 ( both are faster than 750ti and cost the same if not less ). Or if you wanna go cheaper then r7 260x will be good
Get Xbox 360 and use the remainder of the money on games, Live etc... There are good F2P games such as World of Tanks which is a good game for me. Also BF4 on Xbox 360 has good gameplay and graphics still hold well enough against next gen...
For a bit more than $400 he gets something that matches X1 and Ps4 and is future proof so no reason to get x360 especially if you consider the amount of cheap and F2P games on pc
Depends on where he live. In my country a decent graphic cards cost at least $200. Add up all the Ram, PSU, hard drive, monitor etc... cost more than $700 at least. Not counting that if the need to buy the Windows OS. Also if he's looking to play games in high settings he need to upgrade a new graphic cards every 2 years...

Can anyone tell me what is a good graphic cards that is cheap and less than $100 or maybe $150? Also is there anything else I need to upgrade? Also I have the Nvidia GTX 650 but everytime I want to update to latest software of the driver my PC crash. Anyone know what's the problem and how do I fixed it? Also any good and cheap PSU? Hi I need some help. I just bought an X360 earlier in the week mainly for Kinect type games. I'm not late in the last gen though as I already have ps3. Is there any app I can download and use without getting the live gold membership? Any games you guys can recommend me? That's all.....
