If a game appears on more that one platform, its not exclusive. Even if it has some graphical upgrades and some new content, if its still the same core game its multiplatform.
What i do think though is that if one was to, for example, compare the PS3's library with the 360's library, then games like Mass Effect and Gears can be used in the 360's favour as they cant be played on the PS3.

It depends on the context. For example If we are comparing libraries to determine which console I should buy, and I have a PC, then the fact that many xbox "exclusives" are in fact multiplats is important. So then we get in to picking and choosing when its exclusive or multiplat depending who you talking to (i.e if they have a pc).
I wonder if it would be the same situation if the game was on the xbox360 and say the Wii but not the ps3. Would you then be happy to say its still exlusive?, i reckon not.
