When a 3rd party dev makes a game he needs premission from the console owners and tell them the date of release for each work. Take Two also asked Sony for money to cover devleopment cost and Sony rarelly does that so to cover expinsez they realsed it on the 360 at the same time.

So Sony traded out GTAIV for a new exclusive from Take Two for Sony in the future. aka_aj03
