Depends on your opinion. I don't like FFVIII but I love FFIX. You need to try a series like FF yourself. It doesn't really matter what other people think.
1.Barret because he doesn't whine at all and he's funny.
2.Barret would win. Barret has a gun for an arm and Wakka has a blitzball. If Wakka were to throw a ball with spikes on it like the World Champion then Barret would just put on his Scissors thing and pop it. Then he would switch back to his gun arm and kill Wakka.........................
