I don't think the author is suggesting that the greeting "hello" is inherently aggressive or that men should never say "hello" to a woman. I think what she's saying is that although "hello" is usually perceived as an innocent greeting, it can be just as harassing (through tone, body language, whatever) as, say, a wolf whistle. This puts women in an awkward position because there is an obligation to say hello back (don't want to seem rude), even though the intent might be less than friendly.

God forbid anyone have to say hello back. Just another excuse to be anti-social.
I agree that it's polite to respond to a friendly hello from a stranger. But it's not impolite to ignore verbal harassment - and yes, saying hello (with the right tone and attitude) can be verbal harassment.
