Sony simply can't afford to **** around. They have to come out first and aggressive. Nonstop-Madness
They were aggressive with the PS3, they were making a loss on each unit up to only a couple of years ago. If they get the PS4 out a few months early, it would have to - Be released October, so time for hype before holiday season - Launch at a good price point - Have a great launch line up - Huge marketing drive Which won't happen A two month head start in January/February won't make much difference.

To make a "Hyper realistic" or "Photo realistic" game would require either 1. A massive investment of time and money 2. A game with not many models or environments, think Rockstar's Table Tennis for Xbox 360 Also, in regards to the human eye 60fps thing, 60 is usually a good number to aim for, because when the game hits cpu/gpu heavy areas, the frame rates will drop and when the fps is generally 60fps, the low point will not dip below 30 ( a point when the screen may appear to flicker or lag)

It's hard to judge really, compared to PC's, when consoles launch they usually have pretty powerful CPU's for the time. Considering the PS3 had an equivalent to a GTX7800, and still pumps out some pretty nice looking games (albeit through techniques which limit the scale of the game) it would be hard to say a 680/7970 would not be able to keep up) Obviously its a completely different ball game, as the cards inside the next gen consoles will be optimized to the limit.
