I hate to say it, but I think the Joker would win. They are both clearly insane, but the main difference is Sweet Tooth is more of a brute who relies on his braun and less on his brain, while the Joker seems to be disturbingly brilliant, who uses his brain to cause havoc.
According to the most recent Playstation: The Official Magazine article featuring Twisted Metal, Axel is returning for the game's newest installment. Jaffe says Axel has two specials, with the main one bringing the two wheels together and rolling around crushing other opponents for heavy damage. The other special is his patented shock wave, which gives light damage, but does throw enemies back. Something that would be very useful when fighting on rooftops, or various cliffs.
I'm not really sure. I want to say it is but Jaffe continuously says that each TM is it's own universe and none are continuations of another, even tho some stories obviously are. I'd say yes.
