No it wasn't - it was the most shallow game in the series.
Even if this is true, Oblivion is deeper than 99.5% of all RPGs out there. If you don't consider it a deep and thorough game, i'd like to hear what you do consider a deep game.
Personally, i'd recommend Oblivion and NWN2, but you've already played that, so my recommendation is OB. I've put 198 hours into my first and only character and still haven't finished all of the guilds and quests. i do tend to do a lot of dungeon diving and treasure seeking though, so my games to take a while to get through. the great thing about OB is that you can take 25 hours or 200 hours to beat the main quest, and everything in between. it does get really tough when your level reaches the late teens, and it stays pretty tough until the upper 20s due to the level scaling. however, there is a difficulty slider if you need it. the replayability is astronomical with the different types of characters you can make and all the mods... expansion pack Shivering Isles is supposed to be great as well. definitely my first suggestion for a new RPG.
edit: you don't get a party in OB, so if you are looking for a party game, this isn't it. others have suggested Titan Quest, which is a lot of fun, but again, no party.
WoW Oblivion was pretty much worst in the series. First off the main quest takes about 7 hours to complete and I personally can complete the Factions in around 2-5 hours. Also everything can be down at level one which is messed up. If you trully don't care about graphics you can try Daggerfall or Arena which is free now and can be downloaded off www.elderscrolls.com
