no, it's not out of fear, it's diffusion of responsibility. You pass the buck because you can. Helping other people in extreme situations is an unfamiliar situation for almost everyone, so incognitively we somehow decide that someone else is better suited to take action. Dialing a number isn't too damn hard.

I quite agree. Add your post to the bystander effect, and I bet at least 80% of the people that posted in this thread wouldn't have called the police. I know I probably wouldn't have. That is why you live in NYC, scumbags like you should stay there.
