There is just so much emotion in that one scene, while every single MGS4 scene was bloated, diluted, and put there plainly to move the plot along. Not only were the cutscenes way too long, but they would have frequent interludes of static pictures and boring exposition.
Not to say MGS4 isn't good, because, at times, it can be - but for a game with so many cinematics, the storytelling itself falls flat. And before the cows cry "you've never played it!" - yes, I have, and I've beaten the game already. But that one scene in Gears of War 2, it captivates any who watch it. And, it was a surprise also, considering nothing like that had occured in the previous installment before.
Say what you want about the game, or this post, but there's no denying the power of that scene.
